How to find employees using fake certificates??

Am working in the HR team and I need to know what are the ways to find whether the employee has given fake experience when joining in the company. Whether it can be found using the candidate’s 1.pan card
2.form 16a
3. Whether the form 16a of the old employer and the new co. the candidate joins will clash while filing returns?
4.Whether a individual’s tax paid details during his career can be obtained by anyone from the IT office, if yes what is the procedure and whom should we contact to do so…?
