Obtaining upgradation by Misrepresentation/hiding competency certificate.

Dear all,
I am working in a subsidiary company of Coal India Limited.One of my co league has got promotion /Up gradation by hiding the fact that he has secured the competency certificate, details are as under
He has secured the competency certificate,of Electrical supervisor Under Indian Electricity rule which made him eligible for up gradation from Cat-4 to Cat-5.But his promotion under the cadre scheme was also due,hence he planned to got double benefits and hide the fact that he is having the said competency certificate.
After completion of procedure he got the promotion from cat-4 to Cat-5, then submitted the competency certificate to the management and got up gradation in next higher category i.e. in cat-6.
needless to state that if the said certificate would have been submitted immediately after its pasation,the workman concerned may have not been upgraded in Cat-6.
Due to this intentional hiding of facts some other workman senior to him now are junior to him,
if any can suggest the remedies or any case law in this issue.I may also be contacted on
